He was a founding partner of Palma Guedes Advogados and a partner at BMA Advogados, where he was responsible for the areas of public law, infrastructure, and environmental law. Previously, he served as a consultant for the United Nations on the implementation of the regulatory agency model in Brazil and was the litigation manager at the National Supplementary Health Agency (ANS). He has extensive experience in consulting and litigation across various areas of public law, particularly in the regulation of infrastructure sectors, as well as in administrative sanctioning law, especially in relation to courts of accounts and other oversight bodies.
He has worked on numerous public-private partnership projects, both in infrastructure and sports, including the 2007 Pan American Games in Rio de Janeiro, the full structuring of the 2014 FIFA World Cup in Brazil, the 2019 FIFA U-17 World Cup in Brazil, the 2019 and 2021 Copa Américas CONMEBOL, and the 2020 and 2023 CONMEBOL Libertadores. He was Chairperson of the Infrastructure Committee at AmCham Rio.
He is an arbitrator in proceedings before both national and international chambers, such as the ICC and the London Court of International Arbitration, and was Vice-President of Works at the Brazilian Center for Mediation and Arbitration (CBMA). He is a Founding Professor at FGV Direito Rio and has taught undergraduate courses at the Federal University of Rio de Janeiro. He has also been a speaker at the School of Magistracy of Rio de Janeiro, as well as at various national and international academic events.
He is the author of the book Supremo Interesse: The Evolution of the Process for Selecting Ministers of the STF, published in 2020 by FGV, and has written numerous articles and chapters for academic publications. He was an associate editor of the Revista de Direito Administrativo (RDA).
